The Land of Water was an island nation with a culture all its own. Deep in its mountains lay a ninja village whose territory was often shrouded in dense fog, completely isolated from the other nations.
Though surrounded by the sea on all sides, the country had unusual terrain marked by numerous mountain peaks. The islands of varying sizes around the main island also had their own customs, and many islanders lived according to those traditions. Its distance from the mainland and the ocean separating them were why the Land of Water had rarely intervened in past shinobi world wars.
Kirigakure was a mysterious ninja village locked away in thick mist, surpassed in size only by Konoha and Sunagakure.
As an island nation surrounded by the sea, it had a thriving fishing industry and an abundance of marine fish. The Mizukage stood at the pinnacle of Kirigakure, commanding its ninja forces through strict regulations. The village possessed considerable fighting strength, with the Seven Ninja Swordsmen of the Mist being its most famous force.
To secure the village's development, the Second Mizukage Gengetsu Hozuki followed the example of the Second Hokage Tobirama, establishing the Kirigakure Ninja Academy and the Anbu, and enacting the Kirigakure Secret Law to safeguard the village's secrets.
Gengetsu placed great importance on passing down the Ninja Blades. He trained many ninja of the younger generation to become members of the Seven Ninja Swordsmen of the Mist, who served directly under the Mizukage and carried out difficult missions for him.
But the Fourth Mizukage's later mismanagement caused all the Seven Ninja Swordsmen of the Mist to become rogue ninja.
The Fourth Mizukage's reign was also Kirigakure's darkest period, when it was known as the Bloody Mist Village.
Many people mistakenly believed that Obito Uchiha had single-handedly created the
