If the Heavenly Court was the foundation upon which Fang Qianyuan governed the Immortal Realm and guided all living beings toward progress, then the Underworld, which had yet to appear, would be the foundation for bringing peace to the mortal world, rewarding merit, and punishing wrongdoing.
