A dozen minutes later, the first pilots took to the air. Delegations from some countries were already approaching the airspace.
Over the next several hours, the base's ground crews became thoroughly occupied.

There were no honor guards or other diplomatic trappings. Several groups of base officers simply split up to receive the delegations and escort them to designated lounges to await the meeting. If all the principal member states arrived, they would not wait for the latecomers.
