Although Hikaru admitted that such an arrangement was somewhat unfair, was there really such a thing as fairness in this world?

Unfairness might make some people feel wronged, like Kushina, but don't forget that the stronger a team was, the more dangerous the missions it carried out. Teams with mediocre strength usually handled missions that were nowhere near as difficult.

Even missions of the same rank could vary greatly in difficulty and danger.
