Although it was only a probing attack, Sunagakure's displayed strength left Hikaru somewhat disappointed. He had always admired what the higher-ups of these villages had going on in their heads.

War was the best way to demonstrate a village's overall strength, yet some villages insisted on starting one before they had enough power to defeat their opponents.

Sunagakure was exactly that kind of village. They were both among the Five Great Shinobi Villages, but even within the same tier, there were many different levels, all right? Take each village's Kage-level experts, for example. The strong ones were as fierce as the pinnacle of their era, while the weaker ones could be handled even by some Elite Jonin.

One was a village, while the other was a ninja rank, but the meaning was roughly the same. Within the same tier, the gap in strength could truly be enormous.

It was like Hikaru compared to those Kage-level experts. Hikaru was one of them as well, but could the Kage-level experts of the major villages currently compare to him?

To put it bluntly, if Hikaru fought them, he would absolutely crush them in a one-sided battle. That was how great the difference between Kage-level experts could be!!!

At the very least, in Hikaru's view, if his strength was inferior to his opponent's, he would never casually start a conflict. If Hikaru were placed in the position of Sunagakure's Kazekage, he would not casually open fire on Konoha either. At the very least, he would not act rashly until he had both an enormous appetite and the means to resist Konoha.

Sunagakure... truly lived up to Jiraiya's saying: fighting and losing, losing and fighting. To put it with a rather interesting idiom, they never admitted defeat!!!

Yet the meaning behind never admitting defeat was
