If word got out, they would be a complete laughingstock.

Unfortunately, among the Five Great Shinobi Villages, only Konoha had paid any attention to Akatsuki, and even that had only been due to Hikaru and the others. Everyone else was in roughly the same situation. Now, the Six Paths of Pain had stormed into Sunagakure wearing Akatsuki cloaks, seized the One-Tail, killed countless Sunagakure shinobi, and left the village in utter ruin. Yet apart from knowing that the enemy was powerful, consisted of six people, wore strange clothes, looked bizarre, and possessed some unusual abilities, Sunagakure knew absolutely nothing about them.

How were they supposed to investigate with no leads at all?

Rasa was practically going mad. He wanted nothing more than to drag the Intelligence Department out, beat them senseless, then whip their corpses again. Something like this had happened, and the Intelligence Department had been completely useless. Had they all been eating shit?

If this kept up, what was the point of the village raising them? Did the Intelligence Department even need to exist?

The Intelligence Department was somewhat wronged, though. The intelligence divisions of the Five Great Shinobi Villages primarily kept watch on their own villages and the other major shinobi villages. Even Konoha was no exception. Hardly anyone paid attention to those smaller shinobi villages.
