The three great gangs were all based in resource-based cities with large urban areas but few nobles, yet ordinary people knew very little about them. Even in the cities where gangs ran wildest, ordinary people found it extremely difficult to come into contact with gang members, because once they harmed the populace, it was equivalent to declaring war on the nobles.

Nobles had to protect the people, and the people accepted noble governance. This was the law of the stars. Therefore, from the moment gangs were born, their clients and their targets had always been the same group: nobles.
