The Thousand-Man Law-Ruler of the previous civilization differs greatly from that of the current civilization. First, the peculiarity of the previous civilization's Thousand-Man Law-Ruler lies in their initial possession of other Law-Rulers' abilities, albeit only very superficial ones (the first nine Law-Rulers were the ultimate embodiment of some natural law).
The current civilization, however, possesses its own unique abilities. Their dominion authority also manifests differently. The previous civilization's Thousand-Man Law-Ruler tended to plunder the authority of Divine Keys, while the current civilization's Thousand-Man Law-Ruler prefers living Law-Rulers.
Secondly, both their thinking and actions carry the characteristics of their respective civilizations. The previous civilization seems to be a rationality-oriented civilization, so the Thousand-Man Law-Ruler in the manga appears like a shadowy collective that works in unison and plans before acting. In contrast, the current civilization, having undergone the baptism of humanism and left-wing ideologies, has a Thousand-Man Law-Ruler that resembles a scattered, cunning band of thieves focused on sensory pleasure.
The Tenth Law-Ruler of the First Civilization Era is set to possess the abilities of other Law-Rulers, but no detailed explanation is given.
Since the Tenth Law-Ruler's core will be further categorized in this book: a Tenth Law-Ruler core possessing the abilities of a specific Law-Ruler will be called a "Void Law-Ruler Core" or similar. For example, a Tenth Law-Ruler core possessing part of the Void Law-Ruler's abilities would be called a "Void Law-Ruler Core."
