Steve looked at the Sokovia Accords on the table in front of him and said, "The Avengers were formed to make the world safer. I believe I did that."
Ross looked at Steve and said, "Captain, tell me, do you know where Thor and Banner are right now?"
Steve looked at Ross and did not speak.
Ross continued, "If I misplaced two thirty-megaton Nuclear Bombs, the consequences would be easy to imagine."
"Timely compromise, providing safeguards—that's how things are done now."
"Believe me, this is the middle ground."
Rhodey asked then, "So... there will be contingency plans, right?"
Ross said, "In three days, the United Nations will meet in Vienna to ratify this accord."
Steve turned to look at Tony Stark, who was sitting to the side. Yet through the entire meeting, Tony still had not said a word, which was completely out of character for him.
Natasha asked then, "What if our decision doesn't go the way you want?"
Ross looked at Natasha and said with a serious expression, "Then you retire."
Hearing that answer, Natasha smiled and said nothing more.
Ross then left with his subordinates. He had already informed the Avengers of everything he needed to tell them.
After Secretary of State Ross left, everyone began discussing it.
