After two and a half months of travel, Cifer brought his companions to Fish-Man Island, where they reunited with Shirahoshi. The chapter left the crew meeting her in the streets.

Qiaomu sought out Ulquiorra Cifer, hoping to follow him until Cifer became the world’s sole evil and then kill him. Zephyr arrived to establish the New Marines, while Kuma planned for the Revolutionary Army to intervene in the country, and Zephyr recruited Qiaomu.

  • Qiaomu asked to become Cifer’s companion so he could grow strong enough to eliminate Cifer after Cifer fulfilled his declaration.
  • Zephyr arrived with Ain and Binz, explained that he had tracked Cifer, and said he wanted to train future New Marines rather than serve as Cifer’s subordinate.

Qiaomu joined Zephyr’s crew while Cifer’s companions set course for a New World training base. A newspaper labeled Cifer the fifth Sea Emperor, prompting his crew to suspect the World Government was trying to provoke the Four Emperors, but Cifer welcomed any challengers.

  • Law used ROOM to escape with his companions and the boxes, but Ochoku tracked them with Observation Haki and attacked with his sword.

  • Big Fool charged Lucci to protect Ochoku, but Lucci transformed and fought him for the Power-Power Fruit.
  • Enel battled Ochoku, whose age left him unable to withstand Enel’s Thunder Magnetic Storm.
