Carlos was considering leaving Sun Moon Island early, taking a trip around the Sabaody Archipelago first, then visiting Marineford. To be honest, he had not seen Momousagi in quite a while. Heh, he actually missed that valiant, powerful woman a little. Finally, he would head to Mary Geoise for the meeting.
Of course, he was not going there merely to attend the meeting. He had three deeper objectives for this trip to Mary Geoise, and he wanted to see whether he could accomplish them.
First, he wanted to win over some high-ranking World Government officials. Over the years, he had recruited quite a few officials, but their ranks were not high enough. Second, he wanted to find the genius scientist Vegapunk, see if he could meet him and establish contact, then bring Vegapunk into his faction when the time was right. The third objective was the most important: he wanted to fulfill his ambition and become the king among the Shichibukai, commanding this force!
This final objective was clearly the hardest. The World Government and the Marines certainly would not want to see him commanding the Shichibukai. A disorganized group, even one rife with internal conflict, that only accepted orders from the World Government was what best served the interests of the World Government and the Marines.
Even if the Shichibukai system passed the World Government's meeting, fully establishing this force would not happen overnight. Every Shichibukai would certainly need to undergo strict selection and meet all sorts of requirements. The Shichibukai would not emerge all at once; they would basically appear one by one.
For Carlos, the best outcome would be for him to propose becoming the Boss of the Shichibukai, and for that proposal to be recognized by the World Government meeting. That way, it would be legitimate
