The Kingdom of Invya's mortal enemy—the Blackbeard Pirates—had organized the Blood Moon night attack on Rand City's police stations.
This was the result of the Night Watchmen and the General Police Bureau's investigation.
The pirates' reason for attacking the police stations was most likely retaliation for the Royal Navy of Invya wiping out a Blackbeard squadron last month.
Under the cover of Rand City's Underground Forces, they had infiltrated different parts of the Lower City in advance, waiting until Blood Moon night to suddenly strike and create this major incident.
After succeeding, the pirates had safely withdrawn through the sewers!
This investigation result greatly enraged Rand City's upper ranks. The governor personally issued an order demanding that the General Police Bureau purge the Underground Forces colluding with the pirates.
