History

Following the Third Hokage's death in battle and the damage caused by Orochimaru's Konoha Crush Plan, the village was left anxious and heavily guarded against foreign spies. Tsunade returned to assume leadership amid a struggle with the elder advisors over control of the Hokage's authority and the Anbu. 1 2 3

The jonin unanimously elected Tsunade as Fifth Hokage. Upon taking office, she stressed that the village belonged to all of its residents rather than solely to the Hokage. 6 14

Tsunade later began decentralizing administration after being overwhelmed by the volume of documents requiring Hokage approval. Her reforms redistributed responsibilities among departments, clans, and a new advisory structure. 56 66

The village's standing rose sharply after Tsunade defeated the Third Tsuchikage and Fourth Raikage, awakening and demonstrating Wood Release in the process. Iwagakure and Kumogakure subsequently delivered iron ore, medicinal herbs, and other resources as compensation. 186 210

As the Akatsuki threat intensified, the village became the site of a Five Kage Summit and the frontline against Pain's attack. Tsunade used Wood Release to defend it, including the Wood Golem, Wood Dragon, and True Several Thousand Hands techniques. 335 337 340

Governance and administration

The Hokage leads the village, but the Land of Fire's Daimyo retains national legitimacy. Village population, ninja numbers, and reclaimed land must be reported to the Daimyo; the Daimyo can reduce funding, impose sanctions, or redirect missions to other villages. 14

Clan balance

The Hokage does not exercise strict direct control over clan jonin outside wartime. This arrangement prevents a Hokage from exhausting a clan's elite through dangerous missions, while allowing clans to retain a degree of independence. 29

Economy and civilian life

The village's income has three principal sources:

Although ninja possess superior military power, the village remains dependent on cooperation with the Land of Fire. Nobles provide missions, and a hostile Daimyo could divert those missions to competing villages. 14
