Second half of the Grand Line, Wano Country.
Roy stood in the sky, gazing out at the cliffside waterfall.
Violent weather whipped up cyclones in the air, while chaotic currents churned beneath the sea, making these waters exceedingly dangerous.
This was the territory of Yonko Kaido.
Roy had come here because he wanted to discuss whether Kaido was interested in taking part in the Summit War.
After leaving the Whitebeard Pirates' territory, Roy had rushed here without stopping.
As for the World Government's mission, Roy had long since tossed it to the back of his mind.
After all, with his foreknowledge, Roy only needed to casually feed the World Government some intelligence he knew later to deal with them.
So, during this paid assignment, Roy had decided to handle some personal business.
Using the Echo Map,
Roy could clearly see the Beasts Pirates outposts hidden among the reefs.
Based on Roy's understanding of those outposts, his image had probably already been transmitted to Onigashima the moment he arrived.
Roy had no intention of entering Wano Country itself.
Since Wano Country was Kaido's territory, it was far too dangerous for Roy.
After all, the second- and third-in-command of the Beasts Pirates had both suffered major losses at Roy's hands.
So Roy would not put himself in such a dangerous environment.
Besides, Kaido was two-faced. One moment, he might be calmly reasoning with you, and the next, he would pull out his spiked club and try to smash you flat.
If Roy could see the camaraderie of pirates in Whitebeard,
then in Kaido, he could clearly see the cruelty and treachery of pirates.
In the Pirate World, Roy saw Whitebeard as a proper and powerful warlord with his own army.
But Roy saw Kaido as nothing more than a powerful bandit ruler.
