The next day, Konoha received a telegram from the Federation. Federation ninja had discovered a base believed to belong to Konoha's rogue ninja, Uchiha Obito, while carrying out a mission. They asked whether Konoha needed the Federation's help in cleaning house, and included the location of Uchiha Obito's base, along with intelligence on Kamui.
Hyuga Kei's exact words were: "Uchiha Obito's existence poses a grave threat to the Federation's national security. If Konoha does not act, the President will take measures to clean house on Konoha's behalf."
When this intelligence reached Tsunade's desk, it gave her a headache. If the Federation stepped in, would that not make every nation think Konoha had no one left?
But Uchiha Obito was an S-rank rogue ninja. He was immensely powerful, had once controlled the Nine-Tails, and had indirectly caused the death of the Fourth Hokage.
Even though Tsunade was now Hokage, she had no one available. She could only send Jiraiya to lead another team. With intelligence on Obito's ocular techniques and the Anbu assisting him, there should not be any problem.
"Go call Jiraiya, Shikaku, Inoichi, and Choza over," Tsunade ordered.
"Yes."
Not long afterward, the four people Tsunade had summoned arrived at the Hokage's Office, with Naruto following behind them.
"Naruto, go outside first."
"No! I'm going with the Pervy Sage to avenge my parents!" Naruto clenched his fists.
"How did you find out?" Tsunade frowned as she looked at Jiraiya.
Jiraiya spread his hands and produced a newspaper. "The Ninja World Times. The front-page headline reads, 'Konoha's S-rank rogue ninja Uchiha Obito discovered within Federation territory; Konoha fails to act.' The Federation is putting pressure on us."
"Now, even if we wanted to do nothing, we can't."
Tsunade was furious. She knew the Ninja World Times' influence throughout the ninja
