Tengu City was a region created through the redevelopment of land devastated by a massive Spacequake thirty years ago.
Though present-day Tengu City was not particularly prosperous, it still had a considerable population.
However, when redevelopment had first begun, the threat of Spacequakes still existed, and hardly anyone had been willing to move into Tengu City. As a result, its population had been extremely sparse in comparison to its area.
Under those circumstances, both the number of schools and the number of students had been very small. Holding a cultural festival that could truly become lively had been completely impossible.
Thus, the cultural festival born in that era had begun as an event planned around the concept of "everyone having a good time together."
Because the population of each individual school had been so small, the cultural festival at the time had been organized jointly by Tengu City's schools, gathering enough people to make it genuinely lively.
That was the origin of the Ten'ou Festival, a large-scale cultural festival jointly held by ten high schools, including Raizen High School!
At first, the Ten'ou Festival had merely been an event founded on the idea of schools joining hands to make their cultural festivals livelier. However, as more and more schools joined, eventually growing to the current total of ten, the Ten'ou Festival had become a famous large-scale event in Tengu City.
What had started as a small celebration held by high school students in a sparsely populated area had, after roughly thirty years of development, become a major event that required reserving the plaza in Tengu City's central district as a huge exhibition venue and lasted for three consecutive days...
Such a large event had grown
