Delivering the last ancient druid sage to Amun was one of Bercetia's purposes in personally visiting Cecil this time, but she had another reason for coming as well.
On the third day after the elven delegation arrived in Cecil City, deep within the confidential facility known as the "Project 115 Bunker" at the foot of the Dark Mountains southwest of the imperial capital, an unmarked magic-infused vehicle drove into the base surrounded by heavy walls and Energy Shields. It passed directly through the connecting passageways and mechanical sluice gates behind the administrative district, entering the enormous cavern that housed the main testing grounds.
Standing on a platform overlooking most of the test site, Bercetia gazed down at the vast assembly area—countless crisscrossing steel structures and stone support platforms rapidly shaped through magic formed a testing zone larger than several football fields. High-power Magic Crystal Lamps fixed to the overhead steel beams illuminated the platforms as brightly as day. Engineering vehicles and Technical Personnel moved between them, while lights of varying sizes flowed like wandering dragons.
This was the testing ground for assembling the Sky Fortress, one of the Empire's most important secret projects. Under normal circumstances, such a place could never be opened to foreign envoys—but the Silver Empress was an exception. The reason was simple: although Project 115 belonged to the Cecil Empire, much of the technology behind it, including the Anti-gravity Engine arrays, came from the Silver Elves, and much of its energy system was also used in their Stellar Sanctuary.
Cecil was building a Sky Fortress, while the Silver Empire was repairing the Stellar Sanctuary. The two projects were proceeding in parallel, and in essence were one of the two empires' technological collaborations.
