As the front lines stretched farther, replenishing troops through this demon city would become increasingly slow. In other words, Serlun and the others had originally planned to abandon this city in the end.
For that very reason, when Roy returned to the city, there were no Upper Demons left to guard it. Only some Little Demons remained. Ignatius had not taken these Little Demons with him when he left; they had been left behind as laborers and defensive forces. From this alone, one could see the demons' intention to abandon the place later.
