After agents monitoring Evenson secretly intervened in his street fight with Justin, Evenson let Justin go and decided to use him for his own purposes. He asked Howitzer to introduce them, saying he had a fortuitous opportunity for Justin.

  • Agents disguised as police rushed in to separate Evenson and Justin, then promised Evenson a replacement bicycle before leaving.
