Judging by the information, it has a great deal of personnel and equipment, making it the most likely point from which to launch an assault. "The Chemical Factory lies northwest of the Command Center. Its logistics volume can't support a large quantity of weapons and ammunition. If a large number of trucks suddenly set out, much of the equipment couldn't be transported.
"The machinery factory is closer to the Southern District and too far from the Command Center. Its logistics routes don't pass through the Command Center either. Suddenly dispatching vehicles from the surrounding area would arouse suspicion."
