"Madam!"
A somewhat timid figure stood outside the office of the head of the Muggle-born Registration Commission. After hesitating for a moment, she raised her hand and knocked on the wooden door.
"What is it, Mafalda?"
Umbridge gave her assistant a false smile.
"Um..." Mafalda Hopkirk hesitated.
"Speak plainly!" Umbridge raised an eyebrow.
"You asked me to pay special attention to... well, the Office for the Misuse of Muggle Artifacts sent word that a large number of Hogwarts students have recently violated the Decree for the Reasonable Restriction of Underage Sorcery."
Mafalda seemed deeply uneasy about reporting this to her superior. She knew full well what terrible consequences it might bring, but... if she wanted to keep working at the Ministry of Magic, she had no better choice.
"You think they're the students expelled from Hogwarts?"
Umbridge seemed to realize something, and a predatory gleam flashed in her eyes.
"It seems those people don't intend to accept the Ministry's kindness and come to the Muggle-born Registration Commission for an interview." She looked up at her assistant. "Can the Office for the Misuse of Muggle Artifacts track their locations?"
"I-I don't know. I rushed over as soon as I got the news."
Mafalda looked anxious. She clearly knew what Umbridge intended to do.
"I need the Office for the Misuse of Muggle Artifacts to keep tracking their whereabouts. If Fudge asks, tell him it was at my request." Umbridge rose from her seat and went straight to the Department of Magical Law Enforcement to speak to Yaxley about it.
"You think that group of Muggle-born students is fleeing from place to place."
As he listened to Umbridge's report, Yaxley frowned slightly. After spending several months around this woman, he had gained a new understanding of Umbridge's ruthlessness.
