This was the first public execution in centuries, and it was a barbaric, brutal beheading at that. It was simply unbearable to watch.

Everyone who knew about it understood that this public execution was retaliation against the Order of the Phoenix and a warning to wizards across the entire British wizarding world.

The reason was that the Order of the Phoenix had previously launched a surprise attack, wiped out the Death Eaters' base, and rescued all the imprisoned wizards.
