The British Ministry of Magic had once tried to "sell" Europe's Ministries of Magic on banning duels.

Naturally, no one paid them any attention. The French Ministry of Magic's reforms had been based on the same reason. Unlike Britain, which restrained magical creatures in order to keep them hidden, French wizards preferred to "hunt." Whichever race refused to obey would be hunted until it submitted or was exterminated. At the end of the nineteenth century, the Wizarding Confederation had no choice but to send a dragon-slaying team to reduce the number of Peruvian Vipertooths, and its main members had been French wizards.

The first person to establish a Dragon Reserve in Romania had been a man from Brittany. Back then, French wizards drew dragon blood, sold dragon hides and dragon meat, and did thriving business. It had been an important source of income for the French Ministry of Magic. After their defeat, those interests went to Britain.

Being a dragon tamer was rather cool, but even positions had ranks and distinctions. The Wizengamot was the predecessor of Britain's Wizards' Council. Calling it a representative system was not quite accurate, considering even Umbridge could worm her way in. France's Great Council, on the other hand, consisted almost entirely of pure-bloods. The Ministry of Magic did not even exist to protect the International Statute of Secrecy. There was a room in the French Ministry of Magic filled with wooden chests, each containing the family tree of a pure-blood family. Only those qualified to place their family tree there could become members of the Great Council.
