Italy had a famous tourist attraction, the Leaning Tower of Pisa. It had originally been a bell tower rather than a tower, designed and built to be plumb. But when construction reached the third level, the engineers suddenly discovered that it had tilted by 0.2 degrees, and work stopped.

In fact, Pisa had once been a lake long ago. The entire region's "land" had been formed by accumulated mud and sand. The foundation site had been poorly chosen, and the building's excessive weight on soft soil had caused it to lean.

Logically, they could have stopped construction then, reinforced the foundation, or torn it down and started over. But the designer refused, and the project dragged on for nearly two hundred years.

Then a new designer took over. Since the tower leaned southward, he deliberately built the upper part of the bell tower in the opposite direction to compensate for the shifted center of gravity.

When they reached the seventh level, another problem arose. This time, the tower no longer stood plumb but veered northward. Its body was no longer straight either, but bowed like an arch. After work stopped for another century, one final correction was made while the roof was being added. Yet the tower still could not be set straight. The bell tower was forever at risk of collapse, so its bells had never rung.

That was the Italian people's talent for "distorting the facts." The tower had leaned for so many years that it had instead become an attraction.

Before the Treaty of Campo Formio was signed, the Fructidor Coup had broken out. Coincidentally, the main figures were still the same people: Pichegru, Napoleon, and Augereau. Unlike the Vendémiaire Uprising, the Royalists had realized that restoration through force would be difficult, so they turned to "civilized"
