Bibi Dong proposed the Spirit Hunting Operation shortly after becoming pope, fourteen years before the tournament events described in Chapter 260. The Elder Hall rejected the proposal, but she continued pursuing the plan rather than abandoning it 260.

Her authority as pope coexists with the influence of Spirit Hall's Elder Council and worship elders. Although she commands ordinary elders and subordinate sect leaders, major decisions require broader support.
