"A carnival, isn't it?"

Murmuring softly, Vera turned and walked over to activate the projection screen. She sat down and leaned back in her chair, watching the Raccoon City Umbrella surveillance feed slowly load and connect while lifting the receiver of the integrated service phone and dialing a number.

The Raccoon City incident was undoubtedly a carnival.

A carnival where Umbrella fell, and everyone else ate their fill.

Before the Raccoon City incident exploded, Umbrella Corporation had seemed like an overwhelmingly powerful monopoly with an exceptionally positive international image.
