That was, whether the resolution would pass. Then the majority rule would be implemented, similar to an election in the United States. Once the Authority Holders' approval reached a majority, 6.1% of the total authority held by all Authority Holders would become approval, and that 6.1% would further influence R'lyeh's autonomous judgment.
Six-point-one percent authority might not sound like much, but that was only because the Authority Holders currently possessed little authority individually.
