Jiang Rui rescued Newborn Light from the Russian conflict, confronted Vasilisa, and negotiated with Wordless before taking the group toward England. In Academy City, he helped Misaka Mikoto pursue a peaceful way to save the Sisters and learned that Aleister feared Floran might escape; the arc ended with Jiang Rui arriving in London and being summoned to meet the princess.

• Jiang Rui defeated Misaka Mikoto at the research facility, then spared her after Great Sage stopped his Blood Magic Orb from reaching her.
• Jiang Rui joined Saten Ruiko and Newborn Light, but their escape stalled when enemy forces trapped them and Ruiko’s Azure Rend Ritual destroyed the attackers and the shopping mall.
• Jiang Rui led the group through Russia and used Demon Lord's Edict to turn Vasilisa’s Cannibal Witches and ogres against her, before Sasha Kroyzeff and Wordless arrived.
• Jiang Rui accepted Wordless’s proposal to pursue Nicholas, then took Saten Ruiko and Newborn Light toward England while warning Wordless not to provoke Russia’s Magic Gods.
• Jiang Rui followed Misaka Mikoto to Tsuzuri Tesuji, agreed to help Mikoto while Tsuzuri installed an emotion device in the Sisters, and learned that Aleister wanted him to look after Floran.
• Jiang Rui left Russia with his companions, discussed magic and the journey to England, and discovered that Kihara Tsumiki had placed a tracker in Kinuhata Saiai’s phone.
• Jiang Rui reached London, learned that the British Museum was guarded by the Knights Faction, and was told by Her Highness the Spider Queen to visit the princess before meeting the Queen.

Jiang Rui intervened in the Misaka clone experiment, rescued Shirai Kuroko and the injured Sisters, and defeated Accelerator after Misaka Mikoto confronted him. As the experiment’s end came into reach, Jiang Rui was pulled away from Mikoto by a crisis involving Yinyin Qingcao, and Aiwass forced him out of his lightning form.

• Shirai Kuroko pursued a Misaka Sister and was injured while trying to protect her from Accelerator, until Jiang Rui arrived and rescued Kuroko and two wounded Sisters.
• Jiang Rui treated the wounded and negotiated with Accelerator, then learned from Heaven Canceler that the Sisters had only days left to live and urged Kuroko to focus on her existing teleportation ability.
• Jiang Rui arranged for Yinyin Qingcao to investigate and kill the director behind an assassination, then traveled to Ireland Island to confront Levinia Bardway about helping him deal with Floran.
• Nine Tails nearly destroyed part of Ireland Island with a dark attack, after which Bardway agreed to help Jiang Rui against Floran and accepted his offers to protect her sister Patricia and Black Dwarf.
• Jiang Rui gave Frenda an anti-magic bomb blueprint and gave Saten Ruiko a Hextech Gun, while Bardway recognized the weapon as a Spirit Gear and agreed to repay Jiang Rui with Black Dwarf technology.
• Jiang Rui brought Shirai Kuroko to face Accelerator alongside Misaka Mikoto, returned Accelerator’s grimoire, and gave Mikoto a magic book as payment for saving Kuroko and the Sisters.
• Misaka Mikoto attacked Accelerator, then Jiang Rui took over the fight and wounded him with rings of light before defeating him with Frozen Time, and Accelerator agreed to refuse the experiment if Jiang Rui answered one last question.
• Jiang Rui told Misaka Mikoto that the experiment would be terminated and left her with Kamijou Touma, then headed to deal with Yinyin Qingcao as Aiwass forced him out of his lightning form.

Jiang Rui backed Yinyin Qingcao’s campaign against Shokuhou Misaki, then killed Kakine Teitoku and Floran as the battle for Academy City reshaped his alliances. As Misaka Mikoto turned against him, Jiang Rui began drawing R'lyeh’s extraordinary beings into a plan to seize England and confront the hidden mission’s demand to destroy the world core.

• Yinyin Qingcao killed Fukaze Junko despite Shokuhou Misaki’s intervention, and Kakine Teitoku killed Phantom to keep Yinyin from provoking Number Four.
• Jiang Rui rejected Aleister’s demand to spare Shokuhou Misaki, while Yinyin Qingcao chose to pursue Mind Control and gain control of the Artificial Intelligence Workshop.
• Yinyin Qingcao killed Shokuhou Misaki with Jiang Rui’s help, and Jiang Rui then defeated Kakine Teitoku before Floran attacked and was ultimately trapped and destroyed by Nine Tails and Reivinia.
• Jiang Rui accepted Yinyin Qingcao’s growing influence but later faced Misaka Mikoto, who refused to accept his actions and vowed to stop him.
• Misaka Mikoto repeatedly disrupted Jiang Rui’s operations, while Jiang Rui rejected keeping Last Order under control and continued developing the Exterior Individual clone.
• At a gathering of extraordinary beings, Jiang Rui proposed triggering a world war together under R'lyeh’s name, taking control of England through the Third Princess, and then attacking the Roman Orthodox Church.
• The Unifier revealed that the group had to destroy the world core within a month, and Jiang Rui identified Kamijou Touma as their target while bargaining for time and R'lyeh’s participation.

Jiang Rui intervened in England’s civil war, defeated the Knight Captain, and helped Vivian claim the throne with R’lyeh’s support. After confronting Misaka Mikoto and Accelerator, he prepared to take control of England and declare war on the world, then attacked Kerrisa’s forces as the Angel Army arrived.

• Jiang Rui fought Kazakiri Hyouka after her Angel Spell incapacitated his companions, defeated her, and left her for Aqua of the Back to retrieve.
• Kitagawa urged Vivian to accept R’lyeh’s support as Kerrisa prepared a coup, and Jiang Rui joined Reivinia in rescuing Vivian from the Knight Captain.
• Jiang Rui defeated the Knight Captain and persuaded Vivian to lead an uprising, while Reivinia agreed to help her.
• Jiang Rui returned to London with Reivinia, where Accelerator and Misaka Mikoto joined the effort to rescue the Queen and stop Kerrisa’s coup.
• Jiang Rui revealed that R’lyeh had rescued the Queen and backed Vivian, but Misaka Mikoto rejected his methods and fought alongside Accelerator against him.
• Jiang Rui killed Aiwass during the battle, overwhelmed the opposing fighters, and brought Vivian to Buckingham Palace to begin establishing her rule.
• Kihara Tsumiki volunteered to follow Jiang Rui, and he ordered his allies to seize England and prepare to declare war on the world.
• The Angel Army attacked Kerrisa’s manor, where Reivinia entered Sylvia’s barrier to fight her while Jiang Rui and Nine Tails attacked Kerrisa and the First Princess.
