Tet, the God of Games, knew his own nature. Faced with interesting games, he naturally would not back down, but eagerly rise to the challenge.
And in Little Garden, which was built upon Gift Games, doing that would inevitably lead to some unnecessary accidents.

Participating in Gift Games everywhere and even finding ways to challenge harder, more thrilling ones would definitely cause trouble. Tet had no way to deny that.
The War God also knew himself. Having been invincible in the world of No Game No Life for so many years, once he truly got to fight powerhouses from other worlds, he would certainly struggle to restrain himself from finding someone to test his skills on.

If he went around challenging powerful people and slapping them across the face whenever he had nothing to do, it would be even more impossible for the War God not to cause trouble.
The combination of Rik, Hubie, and a large number of Machine-Kind seemed capable of developing steadily, but for outsiders to carve out a place for themselves in Little Garden, early conflicts and frictions would be unavoidable.
Not to mention Rik's outrageous imagination...
Rik and Hubie, together with the many Machine-Kind, might actually have been the pair most capable of causing trouble.
But unlike the first two gods, the people Rik and Hubie offended would mostly be Demon
