Even if Cain had become the Joker, he was still a vampire. Vampires needed sufficient blood to maintain their power, and once the power in their blood ran low, they fell into slumber, just as Bennett had before.
In other words, Bruce had sealed Cain away again. But this allowed Crimson Queen Mary, whom Cain had previously suppressed, to rise again. She seized the power of the Demonic Faction's few remaining elders and led the vampire remnants that had not attacked Gotham on a feeding frenzy through London.
