The glow of the computer screen lit Batman's face, making his expression look especially solemn. As he browsed through the records Nightwing had sent over from the Oracle System, he asked Peter without turning around, "You intercepted Penguin's communications?"

"No. I called the military and the Federal Bureau of Investigation. I wanted to know what they were doing. The person who answered at the FBI was Amanda Waller, but no one answered the military's phone."

"I found an information tag device and a unique military vehicle code on that truck. That means there's a military base in Gotham City. I thought maybe their phone lines were down, so I planned to contact them directly through their radio channel."

"Since I was only planning to make a call, I didn't use a covert interception frequency. When I entered the channel, I heard someone named Oswald talking to an officer named Binns."

"They discovered you," Batman said. "Next time, remember to encrypt your communications no matter who you contact by radio."

"I will." Peter nodded. "I still underestimated just how bad this universe is. I didn't expect every official agency to be as full of holes as a sieve."

"What did they say?"

"That man named Oswald—oh, I later found his codename on the list of supervillains you gave me. Penguin. He traded something for a batch of military equipment and weapons. They were discussing where to store the second delivery."

"The officer demanded that he completely erase the paint and identification markings on the equipment before using it. Penguin didn't answer."

Batman frowned. If that was the case, then it all made sense.
