Peter immediately adjusted himself, withstood the pressure, and continued speaking as smoothly as if he were merely stating facts.
"After I kidnapped Black Mask, I learned from him that the Penguin had bribed the Administrator of a military supplies warehouse in New Jersey and could purchase large quantities of military equipment at low prices."
"But clearly, the military didn't know about this deal. From Black Mask, I also got the contact information for that warehouse Administrator's direct superior."
As if he had suddenly realized something, the Penguin froze in place and then looked at Batman with a trembling expression.
"Scarecrow's efforts to bury Fear Gas couldn't possibly have escaped Batman's notice. Batman had me locate some of the buried Fear Gas sites, but he held off for the time being because he had a better way to resolve this disaster."
