"What the hell is going on?!!"
Penguin started roaring again. He stared in disbelief at the enormous city outside the window, unable to understand why the city he was in had to suffer so many disasters. They had only just dealt with the merged New York, and now another Gotham had appeared.
Gordon sighed. He was already starting to feel numb. As the saying went, once you owed enough, one more debt made no difference; once you had enough lice, one more bite did not itch. Two cities had already merged—what difference would one more make?
But Penguin clearly could not accept that outcome. If the city above their heads fell, would not the mayoral position he was about to obtain become unstable again?
"Go find out what's going on." Penguin roared at Gordon. "Make sure it doesn't fall! Go, now!!"
Left with no choice, Gordon dragged Brock away from the banquet early. After returning to the police station, he gathered personnel and assembled them in the central square, where they looked up at the colossal object overhead.
The Gotham police clearly had no way to reach the massive city above, but Penguin had been driven to the brink of a nervous breakdown. He actually procured an airship and demanded that his men and the police go up to negotiate with the people on the other side.
Gordon had no choice but to go, because he knew his reckless new partner had exposed his dangerous intentions too quickly. If he did not indulge Penguin's wishes, Penguin would target Brock next.
Helplessly, Gordon obeyed. But he refused to bring more people aboard the airship. In the end, only Gordon, Brock, and Penguin's subordinate, Emperor Penguin, boarded it.
What they did not know was that the lunatics in Arkham Asylum were tearing
