It was hard to say whether they were laughing at Bruce for being stupid enough to think he had grown up safely on his own, or at Penguin for having to clean up after this overgrown baby all day while the other man smugly thought he was doing a fine job.

He said, "You don't seriously think Batman and Jason are the sort who reflect on themselves first whenever something happens, and who become hesitant, cowardly, and prone to wild thoughts just because they're put in a different environment, do you?"

"If they were that kind of people, how could they have survived in this city for so long? How could they have made so many criminals fear them like tigers?"

"Superheroes are all arrogant maniacs. They'd reflect on anything except themselves. Otherwise, would it really be your turn to shatter their minds?"

Everyone in the room fell silent, as though they had no idea what to say about The Batman Who Laughs' arrogance.

The Batman Who Laughs really was a fusion of Batman and Joker, but he was only a fusion of Batman and Joker. He was not a fusion of Batman, Joker, Scarecrow, Two-Face, Penguin, Riddler, Harley Quinn, and every lunatic in Arkham.
