Tim knew his words were not baseless. The model he had in mind was actually the Guardians of the Universe, the little Blue Men, and the various Lantern Corps under their command.
Their relationship was exactly like this. The little Blue Men had even created the Yellow Lantern Corps to keep the Green Lanterns in check, essentially hoping to keep the conflict between the Green Lanterns and Yellow Lanterns within beneficial limits.
The result had naturally been far from ideal. It could even be said to have gone in the complete opposite direction. Without the Yellow Lantern Corps, perhaps the Green Lantern Corps would have been easier to control. The fact was that neither the Green Lanterns nor the Yellow Lanterns could be controlled now.
At its root, Tim believed that the little Blue Men's selfish motives were one factor, while their failure to account for every possibility was another.
A lack of control over details allowed mistakes to pile up, causing events to stray from their original course. By the time everything erupted at once, the deviation would already be impossible to correct.
Tim believed that if there were an organization on this Earth like the little Blue Men, they would have a hard time avoiding the same tragedy.
But the fact was that they seemed to have things under excellent control. Tim wanted to know how they had managed it.
Hearing his question, Steve smiled. "To be honest, there is indeed such an organization, but it is classified. I have no authority to disclose anything related to it."
Tim could tell that this was not a refusal. Steve was merely hinting that he should investigate it himself, which was precisely why Tim had been brought in.
