Though he was a descendant of the Wayne Family, he had been away from home for too long, and his original relatives had all died in the plague. No one could prove his identity.
In England of that era, impersonating a noble was a grave crime. Edmund Wayne had been arrested as a fraud pretending to be Lord Wayne, thrown into prison, and was about to be exiled.
Then, a priest named Bakar saved him. Claiming to be from the Order Cult, Bakar killed Edmund's guards with a sweep of his sword, rescued him, and suggested that they travel to the New World together to rebuild his family.
Bakar had not done this solely to help Edmund. He wanted to spread the Order Cult's gospel in the New World, but Gotham Valley at the time was crawling with pirates and smugglers. A clergyman could not get far there.
Bakar wanted to Restore Gotham's Order, but in that era, only nobles could become lords. Without bloodline or status, even if he killed General Arkham, he could never become the legitimate ruler. That was why he had brought the noble-born Edmund Wayne along: he intended to use Edmund's title of lord to become Gotham's ruler.
