"You need to see this." Pamela turned on the projector. The people seated around the card table turned to look and saw footage of Gotham subway construction.

"What is it?" Harley asked, frowning slightly.

"I found some bomb-making materials at the central transfer station between the two subway lines. They were stored with the ceiling's Keel Materials. There were also leftover cable ties from assembling bombs at the scene. There was quite a lot of it, but I couldn't find the bombs themselves. They may have hidden them somewhere."

Then she pressed the remote, and the images on the projection screen changed. Amid a huge pile of construction materials were chemical supplies that clearly did not belong to a subway project, including barrels of powder, cut cardboard casings, circuit boards, and cable ties.

Jack looked at the items on the screen and said, "This guy's a professional. He used safer powdered explosives rather than liquid explosives. That proves he has chemical knowledge and skills, as well as a way to get TNT. But precisely because it's safer, he'd need detonators to set it off. Did you find anything like that at the scene?"

But if he knew his plan might be discovered, he could infer that counterterrorism agencies would also assume he'd set off the bomb at the central transfer station. If he left traces of bomb-making here, they'd guard this place tightly and neglect security elsewhere."

"If not here, then where?" Victor said as he thought. "I
