"This is too passive," Harley said. "If the terrorists planted bomb materials in every subway station in Gotham, and all they needed was ten minutes or so to assemble them after getting inside, then unless we conduct a carpet search, there's no way to prevent it."

"A carpet search still has to be done, of course. We have Brainiac. He can send people to search. Besides, the materials they're using are relatively safe, and ordinary people can remove them. But once they realize we're taking action, they may move up the detonation time."

"Then what if we send people to guard every subway station at once?"

"What if it isn't just subway stations?"

Harley rubbed her temples. "Powdered explosives are even harder to deal with than liquids. And if they can get TNT, they may be able to get plastic explosives too. That stuff won't be detected by security scanners at all. It'll be even more troublesome."

"You're right. If we only investigate and seal things off, that really is too passive." After a brief pause, Schiller said, "Our ultimate goal is to make them abandon the plan. In that case, perhaps blowing up Diamond Street directly would work just as well."

"Isn't that a little... Ah, wait. We're the Villain Alliance!" Harley's eyes gradually lit up. "Right, we're not cops. Since we know who's causing trouble, why not just kill them all?!"
