Gotham's traffic had improved more over the past year than it had in the previous ten years combined.

Several consecutive Traffic Civility Days had nearly reduced Gotham's central roundabout to rubble, but they had also made the new mayor's determination clear: he would rather destroy the world than loosen his grip on traffic enforcement.

Then there was the fact that logistical problems had begun affecting the gangs' businesses. Most gang bosses realized that they could not drain the pond to catch the fish; they had to build first before they could profit. If no one was willing to put in money or effort, they would all end up stuck in traffic together, and no one would make a dime.

These gang bosses might not have read many books, but their desire to make money was intense. Driven by profit, they not only actively participated in Traffic Civility Day, providing traffic cops and police officers with ample firepower support, but also spent heavily to hire all kinds of professionals to reorganize Gotham's transportation network.
