"Why did they end up here, then?" Barry could not figure it out no matter how hard he tried.
"Most of them got sick." The nurse thought for a moment before saying, "Or some sudden accident landed them in the hospital, but they couldn't afford the bills..."
"Wait." Barry cut him off. "But it looked like a lot of them were addicted to drugs..."
"They picked that up after ending up on the streets," the nurse said. "Life gets too hard, so they look for some kind of spiritual comfort. Or maybe their illnesses weren't cured, and they need something to numb the pain. There are people who specialize in that business..."
"Who?"
The nurse shook his head. "Don't dig into that. No one can stop the people behind it. Anyway, most of them ended up like this because of illness or accidents."
"What about insurance? Doesn't insurance pay?"
"About 60% of insurance claims don't get paid." After thinking it over, the nurse said, "Insurance companies expect you to be the perfect victim. Ideally, the instant a Car Accident happens, you pull out your phone and record how the other car came at you, how your car flipped, how your leg broke, and how your head started bleeding. Of course, if you actually submit all that evidence, they'll say you deliberately caused the accident to commit insurance fraud. Otherwise, how could you have prepared in advance?"
Barry roughly understood. The people in these shelters had not fallen into depravity willingly. They had suffered accidents, been denied insurance coverage, gone bankrupt, ended up homeless, become addicted to drugs, and then been brought into shelters.
And because Central City's municipal regulations were especially strict, not to mention homeless people, not even trash was allowed on the streets. So
