Perhaps some people still remembered that Schiller's original goal had merely been to find some work for the Avengers, so they would stop constantly picking on the weak and helpless Hydra and preserve the last spark of poor Hydra.

Later, when Schiller was taken to the CIA and happened to encounter Moon Knight, that could only be called a coincidence.
But afterward, Schiller kept unlocking side quests. First, out of curiosity about the secret behind the Egyptian pantheon's resurrection, he made a deal with Khonshu. After drawing out Ammit, he had Ammit kill him in order to recreate Mark's experience from the Moon
