As mentioned before, Gotham had many laws, but above all those laws was another one, a law that could be said to override every standard and rule: Batman's Law Supersedes All.

In Gotham, Batman and everything he created took priority over everything else.

Victor's liquid storage device was extremely sturdy. He had considered the issue of safety long ago. Some might wonder why he had not simply wrapped the device in the hardest steel plating, instead using transparent glass-like material. Wasn't that sacrificing safety for style?

But in truth, that transparent glass-like layer was far harder than any steel. It was an incredibly resilient material Victor had developed based on Dense Ice. It was even tougher than diamonds, with greater flexibility, so it would not become brittle even when made very thin. It also had excellent sealing properties and was by no means easily damaged.

But once its opponent became a Batarang personally made by Batman, it truly became as fragile as glass.

No matter how much Victor thought about it, he could never have imagined that Batman would attack this thing with a Batarang. He had even anticipated someone potentially attacking the place with a nuclear bomb, so the material was resistant to high temperatures, impacts, and radiation. It just was not resistant to Batarangs.

Batman and everything he created were the natural bane of everything in Gotham. So, the instant the Batarang touched that sturdy material, it shattered.

It did not matter that it shattered. The liquid inside sprayed out. That did not matter either. But Gotham had another law: a villain's backstory was never wasted. What was meant to come would always come.
