Most of the great thieves who rivaled Catwoman in fame were rather professional burglars. Their targets tended to share several traits: relatively easy to intimidate, weak security awareness, insufficient firepower, lax defenses, and terrain that made escape easy.

Logically, thieves all preferred places like that. But Catwoman was famous precisely because she liked doing the opposite.

She specifically targeted places that were the hardest to intimidate, had the strongest security awareness, possessed overwhelming firepower, were guarded with extreme strictness, and offered absolutely no easy route of escape.

As the leader of the Four Great Thieves of the East End, Catwoman was famous throughout the district, and people in the other districts had heard of her as well.

Most residents of the Affluent Areas in the south and west were not actually afraid of a petty thief like Catwoman, because everyone knew Catwoman was interested only in jewelry.
