"Gotham Comprehensive Traffic Improvement Plan?" Roy held the document in his hand and looked at Schiller across from him. "Professor, didn't you say we were going to improve some kind of learning environment? How did it turn into improving traffic again?"
"You can read through the plan first. Then you'll understand why." Schiller sat across from Roy's desk, watching the early morning light stream through the blinds and leave streak after streak across the desktop.
Roy sat down and looked over the complicated proposal. There weren't many technical terms he could understand, but at least he could understand the numbers.
"172 interchanges, 36 underground tunnels, and this... what is this called... some kind of aerial passageway? What is that?" Roy looked utterly baffled. He looked at Schiller and said, "Never mind the parts I can't understand. Aren't there one too many digits in 172 interchanges?"
Schiller shook his head. "That figure came from extremely precise calculations. I don't know exactly how they were calculated either. You'll have to ask Wayne Enterprises' professional advisory team about that."
"And this is only the first phase." Schiller looked at Roy. "Conservatively speaking, Gotham and the surrounding Greater Gotham area will need more than 600 interchanges to meet everyday transportation demands."
Roy's jaw nearly hit the floor. He said, "Wait, Professor, I know you can't stand traffic jams, but with that many interchanges, wouldn't the entire surface be packed full of roads? Where would we even find that much space?"
Schiller shook his head. "Those are only ordinary interchanges. The aerial passageways and elevated highways you just saw aren't included. If we count those too, the conservative estimate would be more than a thousand."
Schiller picked up the blueprint and said, "Look here. This is called Gotham's Inner Ring Road. This is the Middle
