Savage's plan to radiate outward from Living Hell across the entire East District and ultimately conquer Gotham could be described as a series of ups and downs.
After nearly taking control of Living Hell, he began expanding his territory, hoping to extend his influence across the entire greater Living Hell region. But at this stage, he encountered unprecedented difficulties.
The major gangs around him seemed to have eyes in the backs of their heads. Any move Savage made, they discovered it immediately.
And they were incredibly underhanded, constantly deceiving and ambushing him. Every truck Savage used to transport goods was intercepted, every informant he sent out was lured away, and even weapons dealers were waylaid on the road.
Things had reached this point. Savage had already sunk several million dollars into it, and he now had an extremely solid foothold. It was impossible for him to simply give up.
If there were no trucks to haul goods, he hired them at high prices. He recruited people at high prices, bought weapons at high prices, and spent heavily to build a transportation, logistics, and security system.
If the intelligence agents he sent out could not return, then he recruited more at high prices within Living Hell, or spent money bribing the newsboys outside.
If weapons dealers could not get in, then he found middlemen at high prices. As long as a problem could be solved with money, it was no problem to Savage.
After pouring in even more money, Savage discovered that there really had been progress. He expanded his sphere of activity again and nearly brought the entire area around Living Hell under his control.
That was how it went: as long as he spent money, there would be progress. But once the funding dried up, he would stop moving
