By the time the redevelopment project had been underway for nearly three months, both Phase One and Phase Two were nearing completion. The three overpasses connecting the two phases only needed their final safety tests before they could open to traffic.
Both phases and the roads had been built using Batcave technology. That meant residents had to undergo fingerprint and iris verification, have their genetic data collected and uploaded to the Batcave system, and then follow the access-control system within the buildings. Anyone without authorization could not get inside, no matter what they did.
Traffic was an even bigger problem. The three overpasses used the same verification system, authenticating not only people but vehicles as well. Unregistered cars and cars with fake plates could not get through. If drivers tried to force their way in, the defensive systems that sprang up from beneath the road were only one slogan away from being Gundams.
The residents did not have any particular objections to having their information collected. They just had to stick out a hand for thirty seconds, and their cars could pass through freely. Once most people realized forcing their way through would not work, they accepted it.
But the major gangs and the Twelve Families quickly realized something was wrong. Once residential areas had the right to deny entry to unauthorized people, it meant the gangs would no longer be able to control the residents there.
If the residents refused to follow the rules, the gangs had no way to punish them. As long as they made it back home, no one could break in. That was something the gangs could never accept.
For that reason, the heads of the Twelve Families approached Bruce again. This meeting was far less cordial than the last one. It looked more like
