If Hela could be compared to an ambitious, cold-blooded tyrant, then Loki was a typical foolish ruler who indulged in debauchery and pleasure.
Because of his personality flaws, this guy only liked hearing words of praise. Following the principle that birds of a feather flock together, a group of flattering "petty men" would inevitably gather around him.
These "petty men" would then act under his banner, deceiving those above and below them while taking the opportunity to profit for themselves.
Sure enough, after just one revelry, countless people had spotted Loki's weaknesses and begun finding all sorts of ways to flatter the new ruler.
Not only were all sorts of giant statues and markings replaced with Loki himself, even the originally glittering golden decorations had all been changed to his favorite forgiving green.
Of course, none of this had anything to do with Allen anymore.
Ever since giving that planet to Loki, Allen had never intended to take it back. Whether Thanos destroyed it outright or Loki got himself killed and overthrown by his own subordinates, it was all irrelevant.
