Under normal circumstances, only high-risk criminals ranked C or above could possibly be Nen users.
Once the half-baked ones were excluded, those with any real skill would only appear among B-rank criminals or higher.
Moreover, after being wanted, many people changed their identities or appearances to evade capture, or simply hid somewhere far from civilization. Finding them quickly among the vast sea of people was basically an impossible task.
This meant that only one-fifth, or even fewer, of active wanted criminals were suitable hunting targets.
Looking at the dozen or so wanted criminal profiles on the Hunter website, along with their photographs and recently reported locations purchased at great expense, Allen could not help sighing softly. Without a doubt, his current methods for gathering intelligence, tracking, and scouting were rather lacking.
