Most of those who stayed longer were from the Overlord Legion. Though they remained here, they spent most of their time wandering through space, taking on missions recognized by Prometheus to earn Merit Points and offset some of the points spent purchasing Retention Time.
For a legion that had never possessed a Faction Territory, being absorbed into another legion and suddenly gaining access to so many territories was an attraction beyond words. Moreover, although the Overlord Legion did not have many members, it had barely any C-class Pilots. They were all B-class Pilots and A-Class Pilots. Replacing everyone's machines was another reason they insisted on remaining in the Faction Territory.
