The Burning Legion controlled several Faction Territories, with Military Strength belonging to the Burning Legion in various different worlds. While these forces had not all been fully integrated, they were basically built around the Unity Army of Fleet World as their main framework. As a result, the military forces under the Burning Legion's territories were effectively divided into two categories.
The first category was the core military force built around Fleet World's Unity Army. Outstanding soldiers were selected to join it, and they too were deployed across different worlds. This was the force that often accompanied the Burning Legion on missions and was responsible for the security and stability of all territories. It was a mixed force made up of exceptional soldiers from every world, as well as the largest force in scale.
The second category consisted of the local garrison defense forces of each world—the conventional military. They were essentially the forces belonging to their respective territorial worlds and were responsible only for the security and defense of their own worlds. The difference was roughly that between the Central Army and local forces. Local forces were only responsible for holding their posts, while the Central Army had to handle far more matters. Of course, even though they were divided into two categories, they were still military forces under the Burning Legion and bore the name of the Unity Army. Anyone with ability would naturally be valued, so the Central Army did not stand above the local forces.
After all, some people who had withdrawn from the front lines would likewise move into the second line. Put more simply, the first category was the true combat force, while the second was more of a defense force.
